When Senator Jeff Sessions (R-AL) was tapped to be the Attorney General, Alabama held a special election. President Trump endorsed the governor appointed Luther Strange in that special election.
Strange faced Republican challenger former Judge Roy Moore.

The reason I originally endorsed Luther Strange (and his numbers went up mightily), is that I said Roy Moore will not be able to win the General Election. I was right! Roy worked hard but the deck was stacked against him!

Democrat Doug Jones went on to win the special general election according to the New York Times Jones had 49.9 percent of the vote, while Moore had 48.4 percent of the vote.
The reason for President Trump’s tweets.
As it was a special election that senate seat will once again be up for grabs in 2020. On May 17th, 2019, Moore tweeted he would likely attempt to run again for Jones’ senate seat.

House Judiciary Chairman Jerrold Nadler responded to Mueller’s statement via tweet.
