On January 30th, 2020, Reuters reported that according to federal court data, U.S. farm bankruptcy rates jumped 20 percent in 2019. It was an eight year high.
According to data released this week by the United States Courts, family farmers filed 595 Chapter 12 bankruptcies in 2019, up from 498 filings a year earlier. The data also shows that such filings – known as “family farmer” bankruptcies – have steadily increased every year for the past five years.

Farmers across the nation also have retired or sold their farms because of the financial strains, changing the face of Midwestern towns and concentrating the business in fewer hands.
As the News Blender reported in July 2018, the federal government announced their intent to provide $12 billion of emergency farm aid to farmers hurt by the trade war with China.
In May of 2019 as the News Blender reported an additional emergency government bailout for farmers was announced. At the time U.S. Secretary of Agriculture Sonny Predue said that President I don’t understand how tariffs work, had authorized the USDA to provide $16 billion in programs to assist the farmers.
In January of 2020, Reuters explained that nearly one-third of “projected U.S. net farm income in 2019 came from government aid and taxpayer-subsidized commodity insurance payments, according to the U.S. Department of Agriculture.”
The court data indicates those supports did help prevent a more serious economic fallout, said John Newton, chief economist for the American Farm Bureau Federation.

Some of the biggest bankruptcy rate increases were seen in regions, such as apple growers in the Pacific Northwest, that did not receive much or any of the latest round of trade aid from the Trump administration.

Politico reported on Thursday, that according to two people familiar with the matter that the Capitol’s attending physician said that, “coronavirus tests will be available for staffers and senators who are ill, but not enough to proactively test all 100 senators as the chamber comes back in session.”
In a conference call with top GOP officials, Dr. Brian Monahan said there is not sufficient capacity to quickly test senators for coronavirus — a contrast with the White House, where any people meeting with President Donald Trump and Vice President Mike Pence are tested for the disease. Monahan said test results in the Senate will take two or more days, while the White House has rapid testing.

Axios reported on Thursday that the topic of testing was brought up when one of the Republican chief of staffed mentioned that most of the Senators were in the high-risk category of catching the virus. According to two sources familiar with the conference call.
According to these sources Monahan said, “We don’t have the capability to do a large-scale test,” adding that he couldn’t offer the kind of testing the White House does, due to the lack of supply of the high-speed tests.
He was asked if he could “see if the White House had any extra capacity to test some of the more elderly senators such as Dianne Feinstein, Richard Shelby and Lamar Alexander. Monahan said he’d look into it.”
The Senate is scheduled to return to the Hill on Monday.

On April 30th, 2020, Governor of Michigan Gretchen Whitmer (D), announced that after “the Republican-controlled Michigan Legislature refused to extend the emergency and disaster declaration that was set to expire at midnight tonight, Governor Gretchen Whitmer took swift action by signing three new executive orders to continue fighting COVID-19 and save lives.”
What’s in the orders:
- Executive Order 2020-66, which terminates the existing state of emergency and disaster declarations issued under the Emergency Management Act in Executive Order 2020-33.
- Executive Order 2020-67, which clarifies that a state of emergency remains in effect under the Emergency Powers of the Governor Act of 1945. The order is effective immediately and continues through May 28, 2020 at 11:59pm. The governor will evaluate the continuing need for this order prior to its expiration, and if she determines that an emergency no longer exists, will terminate or extend the state of emergency declared in this order.
- Executive Order 2020-68, which declares a state of emergency and a state of disaster across the State of Michigan under the Emergency Management Act of 1976. The state of emergency and state of disaster declared by this order will be effective through May 28, 2020 at 11:59pm, and the governor will evaluate the continuing need for the order prior to its expiration, terminate the states of emergency and disaster if the threat or danger has passed.
Whitmer offered a statement:
COVID-19 is an enemy that has taken the lives of more Michiganders than we lost during the Vietnam War. While some members of the legislature might believe this crisis is over, common sense and all of the scientific data tells us we’re not out of the woods yet. By refusing to extend the emergency and disaster declaration, Republican lawmakers are putting their heads in the sand and putting more lives and livelihoods at risk. I’m not going to let that happen.
Today I signed new emergency and disaster declarations using independent sources of statutory authority to make sure our health care workers and first responders have the tools they need to save lives and protect Michiganders. We’re all in this together.
