Statement by President Biden on the Recognition of the Cook Islands and the Establishment of Diplomatic Relations

Today, I am proud to announce that the United States recognizes the Cook Islands as a sovereign and independent state and will establish diplomatic relations between our two nations. 

The United States has a long history of cooperation with the Cook Islands—dating back to World War II when the U.S. military built airport runways in the northernmost atoll Penrhyn and in Aitutaki. Today’s announcement will enable us to expand the scope of this enduring partnership as we seek to tackle the challenges that matter most to our peoples’ lives—from countering illegal, unreported, and unregulated fishing, to combatting climate change, to building inclusive economic growth, to advancing a free and open Indo-Pacific region, and beyond.

The United States plans to work closely with the Cook Islands, the Pacific Islands Forum, and the Pacific Community to bolster Pacific regionalism. Together, we intend to align the objectives of the United States’ first-ever Pacific Partnership Strategy with the Pacific’s own priorities as embodied in the Pacific Islands Forum 2050 Strategy for the Blue Pacific Continent. And, the United States looks forward to participating in the upcoming PIF Leaders’ Summit to support Pacific voices, Pacific choices, and the Pacific way. 

The history and the future of the Pacific Islands and the United States are inextricably linked. The United States’ recognition of the Cook Islands, and the establishment of diplomatic relations will not only strengthen the ties between our nations, it will help ensure that our shared future is more secure, more prosperous, and more free—for our people and people around the world.

Niue plays a critical and constructive role in the Pacific, including supporting the region’s sustainable development, security, and marine protection and ocean conservation. Today’s announcement will enable us to deepen our cooperation with Niue on these challenges and more—from tackling the climate crisis, to protecting maritime borders and marine resources, to building sustainable economic growth, to maintaining a free and open Indo-Pacific region.

That’s why this new White House Office of Gun Violence Prevention — it’s what it’s designed to do. It will drive and coordinate a government and a nationwide effort to reduce gun violence in America.

And it will be overseen by an incredible vice president, who understands this — (applause) — more than any vice president has. No, really. That’s not hyperbole. That’s a fact. She’s been on the frontlines of this issue her entire career as a prosecutor, as an attorney general, and as a United States senator. Her deep experience will be invaluable for this office.

An office — and the office will have four primary responsibilities:

Second, coordinate more support for survivors, families, and communities affected by gun violence, including mental health care, financial assistance — the same way FEMA responds to natural disasters. (Applause.) The same way. And it helps folks recover and rebuild and alter. Look, folks, shootings are the ultimate superstorm, ripping through communities.

Third, identify new executive actions we can take within our legal authority to reduce gun violence.

And fourth, expand our coalition of partners in states and cities across America because we do have partners to get more — we need more state and local help to get these laws passed locally as well — and to strengthen our laws and give us more hope.

Folks, to be clear, none of these steps alone is going to solve the entirety of the gun violence epidemic. None of them. But together, they will save lives. (Applause.) And it’s going to help — it will help rally the nation with a sense of urgency and seriousness of purpose.

Extreme House Republicans’ Chaos Is Marching America Toward a Shutdown That Would Jeopardize Vital Nutrition Assistance for Nearly 7 Million Vulnerable Moms and Young Children

With less than one week before the end of the fiscal year, extreme House Republicans are playing partisan games with peoples’ lives and marching our country toward a government shutdown that would have damaging impacts across the country—including putting vital nutrition assistance at risk for nearly 7 million women and children who rely on the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)—a program that serves nearly half of babies born in this country.
 
During an Extreme Republican Shutdown, women and children who count on WIC would soon start being turned away at grocery store counters, with a federal contingency fund drying up after just a few days and many states left with limited WIC funds to operate the program.
 
And the reason food assistance for these families is at risk is extreme House Republicans’ continued efforts to slash funding for vital programs, including WIC, rather than work in a bipartisan manner to keep the government open and address emergency needs for the American people. House Republicans have turned their backs on the bipartisan budget deal that a large majority of them voted for just a few months ago and proposed a continuing resolution (CR) that makes devastating cuts to programs that millions of hardworking Americans count on. While House Republicans continue to debate what CR to advance, they have consistently refused to include the Administration’s request for additional WIC funding that’s needed to ensure the program can serve every eligible pregnant woman, new mother, and infant and young child. Without the Administration’s funding request, states could soon be forced to institute waiting lists for WIC, causing mothers and children to lose access to the vital nutrition assistance.
 
Below is a state-by-state breakdown of the number of women and children at risk of losing critical nutrition assistance under an Extreme Republican Shutdown:

Jewish tradition holds that from the time the Book of Life is opened on Rosh Hashanah, until the gates close on Yom Kippur, our fate hangs in the balance. From the powerful Kol Nidre service, to the haunting Neilah prayer, and until the piercing sound of the final shofar blast, worshippers are given an opportunity to humbly atone for past misdeeds, repair broken relationships, and commit to doing better in the future.
 
The blessing of Yom Kippur is that it is not just a day of reflection, repentance, and reverence – but a day of transformation, forgiveness, and hope. God invites us to write a new chapter in the story of our lives, and in the life of our nation. As the High Holidays conclude, let us all summon the courage to make the changes required to bridge the gap between the world we see and the world we seek.

This agreement, including assurances related to artificial intelligence, did not come easily. But its formation is a testament to the power of collective bargaining. There simply is no substitute for employers and employees coming together to negotiate in good faith toward an agreement that makes a business stronger and secures the pay, benefits, and dignity that workers deserve.
