President Joe Biden looks forward to welcoming President Frank-Walter Steinmeier to the White House on Friday, October 6, 2023 to commemorate German-American Day.  As the presidents mark this occasion, they will reaffirm the strong ties between the United States and Germany, including our close coordination as NATO Allies on a range of important issues such as defending democratic values and our shared commitment to support Ukraine as it defends itself from Russia’s invasion.

A Proclamation on German-American Day, 2023

     On German-American Day, we honor the over 40 million Americans who claim German heritage and the countless ways they have strengthened the diverse fabric of our Nation.

     They have since the beginning.  In 1683, 13 German families fled religious persecution at home and founded the first German settlement just outside of Philadelphia.  Ever since, the story of German Americans has been inextricable from the story of America:  German Americans fought for our freedom in the Revolutionary War, debates over the deliberations of the Continental Congress happened in German coffeehouses, a local German newspaper was the first to break the news that the Declaration of Independence had been signed, and so much more.

     Today, German Americans continue to enrich our Nation’s character and culture as leaders in every sector and community.  They also form the cornerstone of our Nation’s strong bonds with Germany and its people.  As capable allies and close friends, the partnership between Germany and the United States is essential to our joint efforts to address global challenges — from tackling climate change and food insecurity to defending human rights and democracy.  And together, we will continue to stand up for the values that unite us — freedom, liberty, and sovereignty — including standing with the brave people of Ukraine as they defend themselves against Russia’s brutal aggression.

     On this day — 340 years after the first German settlement was founded on American shores — let us celebrate the incredible legacy of generations of German Americans and the unbreakable bonds of friendship between our two countries.

     NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, do hereby proclaim October 6, 2023, as German-American Day.  I urge all Americans to celebrate the rich and varied history of German Americans and remember the many contributions they have made to our Nation.

Jobs Report/Investing in America Tour/Manufacturing Day Tweet

BLS.gov said this morning that in September; Total nonfarm payroll employment rose by 336,000 in September, and the unemployment rate was unchanged at 3.8 percent, the U.S. Bureau of Labor Statistics reported today. Job gains occurred in leisure and hospitality; government; health care; professional, scientific, and technical services; and social assistance.

Both August and July’s Jobs Reports were revised up; The change in total nonfarm payroll employment for July was revised up by 79,000, from +157,000 to +236,000, and the change for August was revised up by 40,000, from +187,000 to +227,000. With these revisions, employment in July and August combined is 119,000 higher than previously reported. (Monthly revisions result from additional reports received from businesses and government agencies since the last published estimates and from the recalculation of seasonal factors.)

Personal story-time; last night I reminded the husband that today was my “favorite” Friday of the month…(it really isn’t)…

He went on to ask me what were the expectations for today’s data…

Confession–I typically avoid looking at predictions of what Wall Street and other economists think Jobs Report Friday brings, but last night I looked.

The first hit I got was from CNN Business; Whether it ultimately meets expectations is another question entirely: Closely watched economic data released earlier this week indicate that Friday’s jobs report could come in hot or perhaps frigidly cold.

It could be hot or cold who knows!–it honestly made me laugh with an eye-roll to which I said to the husband “see this is how come I don’t sneak peek!”

Anyhoo–I went on to sneak peek other sites and discovered that the “expectations” were between 160,000 to 180,000 jobs added given the other data points used to measure such predictions.

FACT SHEET: Biden-⁠Harris Administration to Kick Off Third Investing in America Tour, Tout Historic Investments Benefitting Communities Across the Country

On Friday, October 6, on National Manufacturing Day, the Biden-Harris Administration will kick off another multi-week Administration-wide tour highlighting how Bidenomics and President Biden’s Investing in America agenda is benefitting communities across the country.

The tour will feature President Biden, Vice President Harris, First Lady Jill Biden, Second Gentleman Douglas Emhoff, Cabinet members, and Senior Administration Officials making dozens of stops in the coming two weeks to show how Bidenomics is growing the economy from the middle out and bottom up. This comes as Republicans in Congress continue to try to block President Biden’s Investing in America agenda, try to repeal critical pieces of legislation that have created jobs and helped drive over $500 billion in private sector investments since the beginning of his Administration, and oppose investments that are creating jobs and opportunities in their own districts. Throughout the tour, the Biden-Harris Administration will highlight the split screen contrasting how President Biden is delivering for the American people, while Republicans in Congress try to push their extreme MAGAnomics agenda and failed trickle-down policies of the past.

The tour will kick off on Friday, where First Lady Jill Biden will visit Dutchess Community College in Fishkill, New York and attend the launch of a new mechatronics training lab funded in part by President Biden’s American Rescue Plan. On Friday, the Administration will also hold an Advanced Manufacturing Workforce Sprint convening at the White House – officially kicking off an intensive drive to build a diverse, skilled pipeline of workers for good jobs, including union jobs, in advanced manufacturing.

A Proclamation on National Manufacturing Day, 2023

 On National Manufacturing Day, we celebrate American workers — the best workers in the world, who are leading a new manufacturing boom in our Nation — and we pledge to keep investing in them to make sure the future is Made in America.

     Manufacturing is the backbone of our economy, but for the past few decades, we have not always treated it that way.  We were told that trickle-down economics was the only way forward ‑- cutting taxes for the wealthy and big corporations; slashing public investment in priorities like education, infrastructure, and health care; and letting American manufacturing jobs be shipped overseas.  As a result, economic inequality only grew.  And with every manufacturing town that was hollowed out, communities lost not just jobs but also pride and self-worth.

     I ran for President to change that — to grow our economy from the middle out and bottom up, not the top down, moving from trickle-down economics to what some in the press are calling “Bidenomics.”  Our plan is working.  We have seen over 13 million new jobs created, including 800,000 manufacturing jobs.  Unemployment has been below 4 percent for the longest stretch in over 50 years.  And our inflation rate is among the lowest across the world’s major economies.  It is simple:  Bidenomics means we are growing our economy by strengthening the middle class and making things in America again.

     As a result, companies are reinvesting in America, building factories that will power our economy for years to come.  Since I took office, we have attracted over $500 billion in private investment to American manufacturing and the industries of the future.  Real spending on factory construction doubled in the last 2 years, and hit a record high in August, after falling under my predecessor ‑- and so far this year, it has contributed more to gross domestic product growth than any 6 months on record.  Instead of exporting American jobs, we are creating American jobs and exporting American products again.

     This progress is possible because we are doing what has always worked best in our country — investing in America and in American workers.  The Bipartisan Infrastructure Law that I signed puts Americans to work rebuilding our Nation’s roads, bridges, ports, and more using American-made materials.  We have already announced more than 37,000 new projects across all 50 States.  The CHIPS and Science Act is making sure the United States leads the world in innovation by bringing semiconductor manufacturing home so we never again rely on foreign supply chains for the computer chips that power everything in our lives, from cellphones and cars to sophisticated weapons systems.  The Inflation Reduction Act is powering a clean energy revolution, increasing our production of essential batteries and clean energy technologies and making sure a sustainable and energy independent future is Made in America. And we are collaborating with employers, unions, community colleges, high schools, and other partners to help more Americans train for the good manufacturing jobs and careers that these investments are creating.

     But we are not only making things in America again — we are making sure the Federal Government buys American as well.  I started by introducing the most robust updates to the Buy American Act in nearly 70 years, increasing the proportion of American-made content required in federally-acquired goods.  I announced new standards requiring that the lumber, glass, fiber optic cables, and other construction materials used in Federal infrastructure projects must be made in America.  And I signed an Executive Order requiring Federal research-and-development agencies to prioritize domestic manufacturing when it comes time to bring taxpayer funded inventions to market.  When the Federal Government spends taxpayers’ money, we are making sure it is on American products made by American workers, creating American jobs. 

     For too long, too many of us have been told to give up on American manufacturing.  I will never do that.  We are living through one of the greatest industrial revivals in our Nation’s history.  There is no one that America cannot outcompete.  We used to lead the world in manufacturing, and by investing in America and in our people, we are leading the world in manufacturing growth.  Jobs are coming home.  Factories are coming home.  And we are feeling pride once again in the phrase that is finally a reality and not just a slogan:  “Made in America.”

     NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim October 6, 2023, as National Manufacturing Day.  I encourage all Americans to look for ways to get involved in your community and join me in participating in National Manufacturing Day and, most importantly, buying American.

Today, to launch the third Investing in America tour, the Biden-Harris Administration is hosting a White House convening to officially kick off its Advanced Manufacturing Workforce Sprint—an intensive drive to build a diverse, skilled pipeline of workers for good jobs, including union jobs, in advanced manufacturing. The President’s historic Investing in America agenda—including the Bipartisan Infrastructure Law, CHIPS and Science Act, Inflation Reduction Act, and American Rescue Plan—is creating strong demand for the skilled advanced manufacturing workers in clean energy, biotechnology, semiconductors, and more.

The nationwide sprint is bringing together employers, unions, education and training providers, community-based groups, philanthropic organizations, and state and local governments to take concrete steps to help more Americans train for and succeed in this growing field. Over the next two weeks, as part of the third installment of the Investing in America tour, President Biden and senior Administration officials will travel to communities across the country to highlight the impact of the President’s Bidenomics agenda—including how his Administration is creating manufacturing jobs in industries of the future. To celebrate the official kickoff of the Investing in America tour and the Sprint, President Biden will deliver remarks marking Jobs Day and National Manufacturing Day, citing the 800,000 manufacturing jobs created under his Administration. The Sprint builds on significant actions and investments that the Administration has already made to train students and workers for advanced manufacturing jobs and careers—many of which do not require a four-year college degree. In September alone, federal agencies awarded more than $200 million in projects that support the goals of the Sprint—including training the next generation of talent in the semiconductor industry, expanding high-quality workforce pathways into clean energy, and supporting experiential learning in biomanufacturing and other emerging occupations.

  • The Department of Labor (DOL) is announcing an Advanced Manufacturing Registered Apprenticeship Accelerator Series that will support hundreds of employers to speed the development and launch of Registered Apprenticeship programs in high-demand occupations, such as industrial manufacturing technicians, robotics technicians, and industrial maintenance mechanics. Since the beginning of this Administration, the number of apprentices in advanced manufacturing Registered Apprenticeship programs has increased by 10 percent—and this effort will build on that growth.
     
  • BioFabUSA is launching a new Registered Apprenticeship program for biofabrication technicians. This program will provide apprentices, including veterans, with the skills and knowledge essential to earn industry-recognized credentials and advance in a career in healthcare innovation.
     
  • DOL will convene a national table of leading labor, industry and workforce organizations in the manufacturing sector and support them to develop and lift up workforce solutions that equitably build and grow the next generation of a manufacturing workforce. To support this cross-sector effort, the AFL-CIO Working for America Institute will work with other organizations to develop, scale, and adopt a first-of-its-kind pre-apprenticeship curriculum and standards to provide a pathway for workers and students to a variety of good manufacturing jobs and careers.
     
  • The AFL-CIO Working for America Institute has created a new brief to offer best practices and real-world examples of workforce development—including union-community college collaborations—within the building trades and manufacturing industries.
     
  • The American Federation of Teachers (AFT)—with its affiliates the New York State United Teachers and the United Federation of Teachers—is working with Micron to help students get ready for the thousands of new technical careers in the semiconductor industry. Through the cooperation, AFT and its affiliates are piloting a new framework, teacher training, and work-based learning opportunities. After piloting the framework, it will be made widely accessible—enabling other communities to scale this program that supports the alignment of education and workforce development programs, including for K-12 students and underrepresented students.
     
  • The National Science Foundation (NSF) and DOL will work together to ensure the incorporation of equity, job quality, and worker empowerment in advanced manufacturing research and workforce development programs across the federal government, including by providing technical assistance to awardees as appropriate.
     
  • The Cybersecurity Manufacturing Innovation Institute (CyManII) has committed to developing and launching a new education and training program for advanced manufacturing professions that will reskill up to 10,000 students through an Introduction to ICS Cybersecurity training for the manufacturing sector. This commitment supports the National Cyber Workforce and Education Strategy, in addition to the Sprint.

The convening will also highlight existing efforts to ensure workforce development programs effectively meet the needs of workers and employers, such as:

The Investing in America Workforce Hubs—announced in five cities across the country in May that are seeing significant public and private sector investment and job creation in key industries—continue to make progress expanding pathways in advanced manufacturing jobs and careers in those regions. For example:

  • In the Pittsburgh Workforce Hub, the Advanced Robotics for Manufacturing (ARM) Institute and New Century Careers will launch a new rapid short-term, employer-driven training program to help dislocated workers re-enter the workforce in good quality, high-demand manufacturing jobs.
    • In July, in the Columbus Workforce Hub, Columbus State Community College announced that it will work with allies across the state to quadruple the number of students trained for engineering technology jobs over the next five years.
  • In August, Siemens’ non-profit arm, the Siemens Foundation, committed $30 million to fund EVeryone Charging Forward, an initiative to advance inclusive workforce development in the EV charging sector with a focus on accessible training opportunities in underserved and underrepresented communities.

Recent federal investments to support advanced manufacturing workforce development include:

In September, NSF announced nearly $100 million in funding including with support from the CHIPS and Science Act and across programs that push the frontiers of research, expand workforce development and experiential learning, and support industry collaboration to ensure that the future manufacturing workforce is developing skills needed for today and tomorrow.

  • The NSF Future of Semiconductor (FuSe) program, a public-private partnership with Intel, IBM, Ericsson and Samsung to train the next generation of talent in the semiconductor industry, announced $45.6 million in awards for 24 research and workforce development projects across 47 institutions.
    • The NSF Future Manufacturing program, which makes targeted investments in advanced manufacturing research and workforce development, awarded $35 million to 21 projects across 40 institutions in 25 states for a variety of research and workforce development programs, including manufacturing in space and underwater, AI-based manufacturing, and biological therapeutics. Over the past four years, this program has supported an estimated $137 million in awards.
    • The NSF ExLENT program, a first-of-a-kind training initiative to provide current professionals in any field an experiential learning opportunity that builds the skills and competencies they need to pivot into careers in technologies critical to the nation’s long-term competitiveness, announced the inaugural project cohort of $18.8 million to 27 teams working to build cooperation between research and workforce development in microelectronics, biomanufacturing, energy, and other emerging occupations. 
  • Last week, DOL awarded $94 million in Building Pathways to Infrastructure Jobs funding to 34 grantees, 30 of which will target renewable energy and transportation sectors that can include advanced manufacturing occupations.
     
  • This summer, DOL awarded 19 states more than $35 million through the State Apprenticeship Expansion Grants that will focus on advanced manufacturing as a target sector for expanding Registered Apprenticeship programs.
     
  • In September, the Department of Defense awarded six Defense Manufacturing Community Support Program (DMCSP) grants totaling approximately $30 million from the Office of Local Defense Community Cooperation. The DMCSP makes long-term investments in critical skills, facilities, workforce development, research and development, and small business support to strengthen the national security innovation base.

During the convening, Lael Brainard, Director of the National Economic Council, Neera Tanden, Director of the Domestic Policy Council, and Dr. Arati Prabhakar, Director of the Office of Science and Technology Policy will join senior leaders from companies, unions, community colleges, Manufacturing USA institutes, and other organizations to discuss how to leverage the Sprint to continue to build collaborations to enhance the quality of advanced manufacturing jobs and ensure workforce development programs effectively meet the needs of workers and employers.

The Biden-Harris Advanced Manufacturing Sprint builds on the Administration’s prior workforce sprints, which have driven commitments to equitable workforce development and job quality improvement to address critical needs. These include efforts to expand Registered Apprenticeships in trucking and cybersecurity, and to build pathways into good jobs and careers in broadband, electrification, and construction through the Talent Pipeline Challenge. It also supports the goals of the plan to expand education and training opportunities to biotechnology and biomanufacturing released in July.

You’ve — you’ve been around the world, as they say, as a commander.  And you’re a trusted leader of the Joint Force, and you’re accelerating the change we need, both in terms of materiel and in terms of the strategies.

And, C.Q., your insight and counsel, we’re looking for.  The — the Secretary of Defense has been bragging about you a long time and so has — has the head of the CIA.  So, we’re going to get going.

And, today, we’re going to discuss the — the intelligence matters that are current.  You know, you’ve be- — you’ve kept current on all of these, I know.  But we’re going to discuss Ukraine, Iran, the DPRK, and also our continued advancement of stability in the Indo- — the Indo-Pacific and that whole area.
