In 1949, when leaders of 12 countries, including President Truman, came together in this very room, history was watching.

It had been four years since the surrender of the Axis powers and the end of the most devastating world war the world had ever, ever known.

Here, these 12 leaders gathered to make a sacred pledge to defend each other against aggression, provide their collective security, and to answer threats as one, because they knew to prevent future wars, to protect democracies, to lay the groundwork for a lasting peace and prosperity, they needed a new approach. They needed to combine their strengths. They needed an alliance.

And here, they signed the Washington Treaty and created the North Atlantic Treaty Organization, the single greatest, most effective defensive alliance in the history of the world.

Statement from President Joe Biden on Approving a Major Disaster Declaration for Texas

I spoke today with Texas Lieutenant Governor Dan Patrick and FEMA Administrator Deanne Criswell.

On the call, I raised the need for an emergency declaration and immediately approved a Major Disaster Declaration for the damage sustained from the hurricane, which ripped through Texas’ Gulf Coast and Houston yesterday.

FEMA has had resources on the ground since well before the storm and will support the needs of the state.

The greatest concern right now is the power outages and extreme heat that is impacting Texans. As you all know, extreme heat kills more Americans than all the other natural disasters combined.

As part of the federal support, we pre-positioned generators and are moving in additional ones to support any power outages, which will help Texans as the extreme heat arrives. 

With this Major Disaster Declaration in place, we will provide life-saving and life-sustaining activities, and any other Federal resource that Texas needs. We will be with the people of Texas for as long as it takes to recover.

NBC News (07/10/2024): More than 1.7 million people in Texas were still without power Wednesday morning, depriving many of air conditioning during a dangerous heat wave, 48 hours after Hurricane Beryl made landfall on the Gulf Coast. And the Midwest and Northeast are braced for heavy rain, flash flooding, thunderstorms and possible tornadoes as Beryl continues to make its way north.

They added: Now a post-tropical cyclone, Beryl continues to make its way north through the Midwest, prompting flood watches and warnings for parts of Illinois, northern Indiana and southern Michigan, as well as the interior Northeast, including central and northern New York, Vermont, New Hampshire and Maine. Beryl’s maximum sustained wind speed has dropped to 30 mph, but it will still bring at least 2 to 4 inches of rain and tornadoes are possible through New York on Wednesday. Some 2 million people are at risk of severe thunderstorms on Wednesday, across northern Pennsylvania and southern New Jersey.

S. 870, the “Fire Grants and Safety Act of 2023,” which authorizes appropriations for the United States Fire Administration and firefighter assistance grant programs and promotes the deployment of new advanced nuclear reactors through the ADVANCE Act of 2024.

Nuclear News Wire explained on 06/19/2024: The legislation directs the NRC to examine its licensing process for new nuclear technology and study ways to speed it up. It also sets aside federal funding to cover licensing and permitting costs for the first advanced nuclear power operator to successfully deploy its technology and would stand up a federal initiative to help other nations develop advanced nuclear reactors.

In the bill: Among the numerous provisions in the ADVANCE Act are the following directives to the NRC:

  • Enhance preparedness and coordination to qualify and license advanced reactor fuel.
  • Within 18 months, develop risk-informed, performance-based strategies and guidance to license and regulate microreactors.
  • Within 180 days, submit a report to Congress on manufacturing and construction for nuclear energy projects.
  • Within a year, update its mission statement to convey that licensing and regulation of nuclear energy activities be conducted in a manner that does not unnecessarily limit “the benefits of nuclear energy technology to society.”
  • Strengthen its workforce by allowing the NRC chair to appoint up to 120 exceptionally well-qualified people into the excepted service at any given time, plus up to 20 more into term-limited positions in any fiscal year.
  • Identify and report on regulations, guidance, or policy necessary to license and oversee nuclear facilities at brownfield sites.
