From FEMA (07/12/2024); President Joseph R. Biden, Jr. Amends Texas’ Major Disaster Declaration Authorizing Additional Federal Assistance to Help Individuals and Families Jumpstart Recovery Following Hurricane Beryl:

President Biden amended the Major Disaster Declaration for Texas on July 12 authorizing additional federal assistance to disaster survivors to help aid in their recovery from Hurricane Beryl which occurred July 5-9, 2024. Survivors who are uninsured or underinsured can register for assistance that may include funding to repair or replace their homes, temporary housing, access to low-interest loans or other programs to help them jumpstart their recovery.

The President’s action makes federal funding available to affected individuals in Brazoria, Chambers, Galveston, Harris, Jackson, Jasper, Jefferson, Liberty, Matagorda, Montgomery, Orange, Polk, San Jacinto, Walker and Wharton counties. Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses and other programs to help individuals and business owners recover from the effects of the disaster.

Benjamin Abbott has been named Federal Coordinating Officer for federal recovery operations in the affected areas. Additional designations may be made at a later date if requested by the state and warranted by the results of further assessments. 

Residents and business owners who sustained losses in the designated areas can begin applying for assistance by registering online at www.DisasterAssistance.gov or by calling 1-800-621-3362 or by using the FEMA App. If you use a relay service, such as video relay service (VRS), captioned telephone service or others, give FEMA the number for that service.

S. 870, the “Fire Grants and Safety Act of 2023,” which authorizes appropriations for the United States Fire Administration and firefighter assistance grant programs and promotes the deployment of new advanced nuclear reactors through the ADVANCE Act of 2024.

Nuclear News Wire explained on 06/19/2024: The legislation directs the NRC to examine its licensing process for new nuclear technology and study ways to speed it up. It also sets aside federal funding to cover licensing and permitting costs for the first advanced nuclear power operator to successfully deploy its technology and would stand up a federal initiative to help other nations develop advanced nuclear reactors.

In the bill: Among the numerous provisions in the ADVANCE Act are the following directives to the NRC:

  • Enhance preparedness and coordination to qualify and license advanced reactor fuel.
  • Within 18 months, develop risk-informed, performance-based strategies and guidance to license and regulate microreactors.
  • Within 180 days, submit a report to Congress on manufacturing and construction for nuclear energy projects.
  • Within a year, update its mission statement to convey that licensing and regulation of nuclear energy activities be conducted in a manner that does not unnecessarily limit “the benefits of nuclear energy technology to society.”
  • Strengthen its workforce by allowing the NRC chair to appoint up to 120 exceptionally well-qualified people into the excepted service at any given time, plus up to 20 more into term-limited positions in any fiscal year.
  • Identify and report on regulations, guidance, or policy necessary to license and oversee nuclear facilities at brownfield sites.

This is a mash up of two bills so the summary doesn’t include the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act summary.

Summary:

This bill reauthorizes through FY2030 the U.S. Fire Administration, the Assistance to Firefighters Grants Program, and the Staffing for Adequate Fire and Emergency Response Grant Program.

The Government Accountability Office must conduct an audit of and issue a publicly available report on

  • barriers that prevent fire departments from accessing federal funds, and
  • the U.S. Fire Administration.
