Three years ago, an ISIS suicide bomber launched an attack of deliberate evil at Abbey Gate outside of Kabul Airport—killing 13 American service members and more than 100 innocent Afghans. Today, and every day, we honor our fallen:

These 13 Americans—and the many more that were wounded—were patriots in the highest sense. Some were born the year the war in Afghanistan started. Some were on their second or third tour. But all raised their hand to serve a cause greater than themselves—risking their own safety for the safety of their fellow Americans, Allies, and Afghan partners. They embodied the very best of who we are as a nation: brave, committed, selfless. And we owe them and their families a sacred debt we will never be able to fully repay, but will never cease working to fulfill.

We also owe their brothers and sisters-in-arms—who served and sacrificed for our freedom and future during America’s longest war. 20,744 American service members were wounded. 2,461 made the ultimate sacrifice. They were sons and daughters, mothers and fathers, spouses and friends. No matter how much time passes, the pain of their loss will remain real and raw. And so will the pride we feel in their service. From the deserts of Helmand, to the mountains of Kunduz, and everywhere in between—these women and men worked alongside our Afghan partners to protect our nation. And deployment after deployment, tour after tour, they dared all, risked all, and gave all to keep us safe.

Today, our longest war is over. But our commitment to preventing attacks on our homeland—or our people—never will be. We will continue to disrupt terrorist activity, wherever we find it. We will continue to deliver justice to terrorists who plot against America—just as we have over the last three years with the leader of al-Qaeda and the global leader of ISIS. And we will do so without deploying thousands of American troops to ground wars overseas.

Ever since I became Vice President, I carried a card with me every day that listed the exact number of American service members who were killed in Iraq and Afghanistan—including Taylor, Johanny, Nicole, Hunter, Daegan, Humberto, David, Jared, Rylee, Dylan, Kareem, Maxton, and Ryan. Because we must never forget the immense price that was paid for our freedom. We must never forget that each beloved service member we lost was a human being, who left behind entire families and communities. And together, we must never stop striving to be worthy of their ultimate sacrifice.

Today, we vow we never will. May God bless each of our fallen heroes. May God bless all those who served and sacrificed. And may He keep them and their families close—today and always.

Three years ago today, outside of Kabul Airport, an ISIS terrorist killed 13 American servicemembers and more than 100 innocent Afghans, and wounded many more. Thirteen American heroes were taken from us on that day: Marine Corps Staff Sgt. Darin T. Hoover. Marine Corps Sgt. Johanny Rosario Pichardo. Marine Corps Sgt. Nicole L. Gee. Marine Corps Cpl. Hunter Lopez. Marine Corps Cpl. Daegan W. Page. Marine Corps Cpl. Humberto A. Sanchez. Marine Corps Lance Cpl. David L. Espinoza. Marine Corps Lance Cpl. Jared M. Schmitz. Marine Corps Lance Cpl. Today and everyday, I mourn and honor them. My prayers are with their families and loved ones.  My heart breaks for their pain and their loss.  These 13 devoted patriots represent the best of America, putting our beloved nation and their fellow Americans above themselves and deploying into danger to keep their fellow citizens safe. 
 
Today, I am also thinking about all our servicemembers who served in America’s longest war—including 2,461 who made the ultimate sacrifice and 20,744 who were wounded. Over the course of nearly two decades, they served selflessly and bravely to protect the American people and our homeland. I will never forget meeting many of them on a trip to Afghanistan as a U.S. Senator. These American servicemembers possessed extraordinary skill, discipline, and dedication. I had then, and will always have, immense pride in their service and in the strength, courage, and excellence of the U.S. military, the greatest fighting force the world has ever known.
 
I will fulfill our sacred obligation to care for our troops and their families and I will always honor their service and sacrifice.
 
As I have said, President Biden made the courageous and right decision to end America’s longest war. Over the past three years, our Administration has demonstrated we can still eliminate terrorists, including the leaders of al-Qaeda and ISIS, without troops deployed into combat zones. I will never hesitate to take whatever action necessary to counter terrorist threats and protect the American people and the homeland.
 
On this solemn day, let us come together as one nation to honor those who made the ultimate sacrifice three years ago on behalf of the United States and our cherished freedoms. Our grateful nation mourns and salutes them.
 
In their memory, let us re-dedicate ourselves to the cause they gave their lives for: to protect and defend the greatest democracy on Earth, the United States of America.

Readout of President Joe Biden’s Call with Prime Minister Narendra Modi of India

President Joseph R. Biden, Jr. spoke today with Prime Minister Narendra Modi of India to discuss the Prime Minister’s recent trip to Poland and Ukraine, as well as the United Nations General Assembly meetings in September.  The President commended the Prime Minister for his historic visits to Poland and Ukraine, the first by an Indian Prime Minister in decades, and for his message of peace and ongoing humanitarian support for Ukraine, including its energy sector.  The Leaders affirmed their continued support for a peaceful resolution of the conflict in accordance with international law, on the basis of the UN Charter. The Leaders also emphasized their continued commitment to work together, including through regional groups like the Quad, to contribute to peace and prosperity in the Indo-Pacific.

Statement from President Biden on Russia’s Aerial Assault on Ukraine’s Energy Grid

Earlier today, Russia launched waves of missiles and drones against Ukrainian cities and energy infrastructure. Ukrainian officials report that this outrageous attack resulted in the deaths of Ukrainian civilians and targeted more than two dozen critical energy sites. I condemn, in the strongest possible terms, Russia’s continued war against Ukraine and its efforts to plunge the Ukrainian people into darkness. Let me be clear: Russia will never succeed in Ukraine, and the spirit of the Ukrainian people will never be broken. 

The United States will continue to lead a coalition of more than 50 countries in support of Ukraine. This coalition is providing Ukraine with critically needed military equipment, including air defense systems and interceptors. As I announced at the NATO Summit in July, the United States and our allies have provided Ukraine with the equipment for five additional strategic air defense systems, and I have re-prioritized U.S. air defense exports so they are sent to Ukraine first. The United States also is surging energy equipment to Ukraine to repair its systems and strengthen the resilience of Ukraine’s energy grid.

As I told President Zelenskyy on August 23, U.S. support for Ukraine is unshakable. Since February 2022, the people of Ukraine have courageously defended against Russia’s invasion, retaking more than half the territory Russian forces seized in the initial days of the war. Ukraine remains a free, sovereign and independent nation, and Ukrainian forces are fighting every day to defend their homeland and their freedom. The United States will stand with the people of Ukraine until they prevail.

Statement from President Joe Biden Ahead of Ukraine Independence Day

Tomorrow—as the people of Ukraine mark their Independence Day—let it be clear: When Russia’s senseless war began, Ukraine was a free country. Today, it is still a free country. And the war will end with Ukraine remaining a free, sovereign, and independent country.

I spoke with President Zelenskyy today to reaffirm this message, and to express America’s unwavering support for the people of Ukraine. For two and a half years, they have repelled Russia’s vicious onslaught, including retaking more than half of the territory Russian forces seized in the initial days of the war. They have remained unbowed in the face of Russia’s heinous war crimes and atrocities. And day after day, they have defended the values that unite people across both of our nations and around the world—including independence.

That is why I am proud we will announce a new package of military aid for Ukraine today. The package includes air defense missiles to protect Ukraine’s critical infrastructure; counter-drone equipment and anti-armor missiles to defend against Russia’s evolving tactics on the battlefield; and ammunition for frontline soldiers and the mobile rocket systems that protect them. We are also imposing new sanctions today on nearly 400 entities and individuals who are enabling Russia’s illegal war as part of our enduring commitment to hold Russia accountable for its aggression.

These actions build on a series of historic steps we have taken with our Allies and partners over the last few months to support Ukraine—from transferring F-16 fighter jets, to committing to deliver hundreds of air defense interceptors over the next year, to quickly surging security assistance to the frontlines following the passing of our National Security Bill. Last month, I also brought together 20 nations who have signed Bilateral Security Agreements with Ukraine to form the Ukraine Compact, which will strengthen Ukraine’s ability to defend itself now and in the future. And, together with the G7, we are taking unprecedented action to make Russia pay for damage it’s caused by issuing $50 billion in loans backed by the profits of frozen Russian sovereign assets. 

Make no mistake: Russia will not prevail in this conflict. The independent people of Ukraine will prevail—and the United States, our Allies, and our partners, will continue to stand with them every step of the way.
