From Thursday…
Tune in as I deliver remarks at the APEC CEO Summit. https://t.co/aAvelknsny

The YouTube is 21 minutes and 17 seconds long. His full remarks can be found here.
Today, APEC economies make up more than 60 percent of global GDP.
— President Biden (@POTUS) November 17, 2023
We are almost half of global trade.
The choices we make will matter to the entire world. So, it's up to us to harness the dynamism of our economies to realize a future that will benefit people everywhere. pic.twitter.com/M3VDLki0CZ
Today, 21 APEC economies make up more than 60 percent — more than 60 percent of the global GDP. We’re almost half the global trade. The Asia-Pacific is projected to be the largest contributor of global growth over the next 30 years.
White House.gov. 11/16/2023.
So, the vision we pursue for the economic future of our region will rebound far beyond the Asia-Pacific. The choices we make are going to matter — it’s not hyperbole to suggest — for the entire world.
It’s up to us to harness the dynamism of our economies and tap the entrepreneu- — entrepreneurial spirit of our people and unleash the potential — the unlimited potential of our partnerships in order to realize a future that will benefit people not only in the Asia-Pacific region but the whole world, and I mean that sincerely — people everywhere. A future where our prosperity is shared and is inclusive, where workers are empowered and their rights are respected, where our economies are sustainable and resilient, and the bridges that connect our people open a golden gate of opportunity to create lives of hope.
So much of the history of the world will be written in the Asia Pacific over the coming years.
— President Biden (@POTUS) November 17, 2023
We must never forget that it’s a history that belongs to all of us. pic.twitter.com/QhqrO0y4s8
That’s particularly true in the Asia-Pacific, where so much of the future of our world will be written. And I would argue, each of us has a play — has a part to play in writing that future together.
White House.gov. 11/16/2023.
The world is different than it was 30 years ago at the first APEC meeting.
— President Biden (@POTUS) November 17, 2023
The questions we must answer today are about how we lift up working people, build climate resilience, and set up our economies for success.
Those are the ideas behind the Indo-Pacific Economic Framework. pic.twitter.com/nE3Q77pf6B
That brings me back to the summit and where we go from here. The world is fundamentally different than it was 30 years ago at the first annual APEC Leaders’ Meeting at Blake Island in Washington State.
White House.gov. 11/16/2023.
The questions we must answer today are not about how much we trade, but about how we build resilience, lift up working people, reduce carbon emissions, and set up our economies to succeed over the long run. How to deliver growth from the bottom up and the middle out so no one gets left behind.
And the idea behind this new Indo-Pacific Economic Framework — a partnership among 14 diverse and dynamic nations, all committed to tackling urgent issues like pandemic response, vulnerable supply chains, climate change, and natural disasters, which we have learned can gravely impact our economies.
The below tweet was taken out of order to put like with like…
My challenge for all of us in APEC is to measure success not by the bottom lines on our balance sheet – but by the lives we lift up and the potential we unleash.
— President Biden (@POTUS) November 17, 2023
Let’s build a global economy where everyone has a chance to succeed and workers get a share of the value they create. pic.twitter.com/DHgIWZj1z7
From Friday…
During our host year of APEC, the United States has led an agenda centered on the rights of workers – and focused on making our region more connected and inclusive, our economies greener and sustainable, and our future more resilient and secure. pic.twitter.com/WPpQAd4lOv

Remarks by President Biden at a Welcome Reception for APEC Leaders | San Francisco, CA (posted on 11/16/2023–remarks given on 11/15/2023); the YouTube is 20 minutes and 2 seconds long. President Biden’s remarks start t the 14 minute and 20 second mark.
Two years ago, when the United States offered to host this summit, we knew we’d need a location dynamic and diverse and — as APEC itself. And APEC in San Francisco, here we are.
[snip]
Look, so, over the next few days, I hope we’ll all take full advantage of this summit to make new connections and spark new partnerships, because every step we take to deepen our cooperation, to launch a new venture, to tackle the challenges that impact on all of us is a step toward realization of the enormous potential of our Asian Pacific future.
Ladies and gentlemen, a future where our economics are strong, vibrant, and sustainable because our workers are empowered and protected; women and girls are full and equal participants in every aspect of our society; young people — (applause) — young people can envision — well, that’s a fact. By the way, I’ve got more women in my Cabinet than men. (Applause.)
White House.gov. 11/15/2023.
At the 39 second mark we switch to different; Remarks by President Biden at the APEC CEO Summit | San Francisco, CA; the YouTube is 21 minutes and 17 seconds long.
[snip]
So, today, I challenge all of us to measure our successes not based on the bottom lines of our balance sheets but by the lives we lift up through our investments, the potential we unleash with our innovation, and the ability to continue to talk with one another.
[snip]
So, I want to thank you again for joining us in San Francisco; thank you for your commitment to APEC and the future of the Pacific — Asia-Pacific region; and thank you for everything you’ve already done to make this summit a success.

Preventing a Government Shutdown Tweet
From Friday…
Last night I signed a bill preventing a government shutdown. It’s an important step but we have more to do. I urge Congress to address our national security and domestic needs — and House Republicans to stop wasting time on extreme bills and honor our bipartisan budget agreement. pic.twitter.com/6Ja5jW4YPR
— President Biden (@POTUS) November 17, 2023
Press Release: Bill Signed: H.R. 6363:
On Thursday, November 16, 2023, the President signed into law:
H.R. 6363, the “Further Continuing Appropriations and Other Extensions Act, 2024,” which provides fiscal year 2024 appropriations to Federal agencies through January 19, 2024, for continuing projects and activities funded in four appropriations bills. For the remaining eight appropriations bills, the CR provides funding through February 2, 2024.
White House.gov. 11/17/2023.
From Congress.gov.
Summary: H.R.6363 — 118th Congress (2023-2024):
This bill provides continuing FY2024 appropriations for federal agencies and extends several expiring programs and authorities.
It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2024 appropriations bills have not been enacted when the existing CR expires on November 17, 2023. The CR generally funds most programs and activities at the FY2023 levels with several exceptions that provide funding flexibility and additional appropriations for various programs.
The CR provides funding through January 19, 2024, for agencies and programs that were funded in the following four FY2023 appropriations acts:
Congress.gov.
- the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2023;
- the Energy and Water Development and Related Agencies Appropriations Act, 2023;
- the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2023; and
- the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2023.
For most other federal agencies and programs, the CR provides funding through February 2, 2024.
The CR also extends several programs and authorities, including
Congress.gov.
- programs authorized by the Agriculture Improvement Act of 2018 (commonly known as the 2018 farm bill),
- several public health programs and authorities,
- the U.S. Parole Commission, and
- the Department of Homeland Security’s Countering Weapons of Mass Destruction Office.
