No, you cannot opt out, not if your carrier is one of the “more than 100 mobile carriers, including all the major wireless firms” who will be participating in the first “Presidential Alert.”
According to FEMA this will be a two-fold test. One for the Emergency Alert System (EAS) and one for the Wireless Emergency Alerts (WEA) and will begin at 2:18 p.m. EDT.
