President Biden: And I want to thank the Department of Agriculture for helping fund and support Operation Fly Formula.  And today, I’m announcing plans for a third flight with Bubs Australia.  And — and the CEO of Bubs, Kristy Carr, is with us today — virtually today. This flight would bring 4.6 million bottles of infant formula and pave the way for up to 27.5 million total bottles of Bubs infant formula to be supplied to American families in the weeks ahead.

President Biden: Look, as a father and a grandfather — and I’m sure we all feel the same way — I understand how difficult this shortage has been for families all across the country.  There is nothing more stressful than the feeling like you can’t get what your child needs — what he or she needs. And it’s why I’ve directed my administration to use every tool available to increase the supply [and] get more formula on shelves as quickly as possible, working with manufacturers to re-open factories that have closed and ramp up production quickly so we can increase the availability of infant formula and lower the costs for American families.

President Biden: We’ve taken three key actions.  First, we invoked what is known as the Defense Production Act, a measure that makes sure that manufacturers are the first in line for the material and ingredients they need to make safe, high-quality infant formula at home.

President Biden: Second, we launched Operation Fly Formula, the major effort to airlift infant formula that meets American’s health standards and safety standards. Today, I am proud to say that because of these flights, high-quality formula is already on the way to American shelves. We’ve already conducted two flights with 1.5 million 8-ounce bottles of Nestlé and Gerber’s hydro- — excuse me, hypoallergenic formulas for children with severe allergies.

President Biden: Third, the Food and Drug Administration is reviewing applications for another new, high-quality imports to increase our supply. 

President Biden: And still, we have work to do though, but we’re making critical progress.  And today, I look forward to hearing from these leading manufacturers to learn more about their actions they’re taking to increase supply to American families and to discuss how my administration can continue to support their efforts — speeding up manufacturing, helping move goods faster from factory floors to store shelves.

Last year, on this day, I traveled to Tulsa, Oklahoma, to tell a story that for too long was shrouded in silence in our history books. I had the honor of meeting with Mother Randle, Mother Fletcher, and Mr. Van Ellis, who were all just children 101 years ago when their thriving neighborhood of Greenwood was raided, firebombed, and destroyed by a violent white supremacist mob.
 
Today, we remember the hell that was unleashed that night. This was not a riot, it was a massacre. As many as 300 Black Americans were killed, and nearly 10,000 were left destitute. Homes, businesses, and churches were burned. A generation of Black wealth was extinguished. In the years that followed, even as Greenwood worked to rebuild, discrimination was systematically embedded in our laws and policies, locking Black residents out of opportunity and ensuring that the attack on Black families and Black wealth persisted across generations.
 
I went to Greenwood—the first President to visit since the massacre—to help fill the silence. Because in silence, wounds deepen. In Greenwood, I called on all of us to reflect on the deep roots of domestic terrorism and hate in our nation and to recommit to combating systemic racism across our country and institutions. As part of that work, I announced two expanded efforts to help communities like Greenwood build wealth—an aggressive effort to combat racial discrimination in housing, and a bold commitment to increase the share of federal contracts going to small disadvantaged businesses, including Black- and brown-owned small businesses, by 50 percent by 2025.
 
In the last year, my Administration has announced more than 20 actions from federal agencies to root out bias in home appraisals. We’ve strengthened lending programs that help address the corrosive impacts of redlining and other forms of discrimination that have extracted wealth from Black neighborhoods. We have also made significant progress to ensure we deliver on our promise to use the power of federal procurement to expand business opportunities for small disadvantaged businesses, including Black-owned businesses. That work—and all of our efforts to build wealth and opportunity for communities like Greenwood—continues.
 
We cannot bury pain and trauma forever. As I said in Tulsa, great nations do not hide from their histories. We are a great nation, and by reckoning with and remedying the injustices of the past, America will become greater still.

This morning President Biden joined a meeting; NATO Secretary General Jens Stoltenberg National Security Advisory Jake Sullivan to discuss preparations for the NATO Summit in Madrid at the end of June and the strength of our transatlantic Alliance. This evening President Biden departs the White House for Rehoboth, Delaware.

The public calendar has been updated to include: The President delivers remarks on deliver remarks on the recent tragic mass shootings, and the need for Congress to act to pass commonsense laws to combat the epidemic of gun violence that is taking lives every day.

Nothing so far from the White House regarding the NATO meeting. They did post the following fact-sheet; United States Takes Further Actions to Counter Sanctions Evasion by Russia

The United States, alongside over 30 partners around the world, has imposed unprecedented sanctions and export controls to hold President Putin to account for his war against Ukraine, restrict Russia’s access to critical technology it needs to fund its war machine, and turn Russia into a global financial pariah. 

The Russian economy is staggering under the weight of financial and trade sanctions, export controls, and the exodus of approximately 1,000 U.S. and multinational businesses. Analysts are projecting a double-digit decline in Russian GDP in 2022, soaring inflation estimated near 20% in 2022, and Putin’s war is projected to wipe out the last 15 years of economic gains in Russia. 

The United States and our allies and partners are committed to supporting Ukraine and ensuring the Russian government feels the compounding effects of our economic actions. Today the United States took further action, several of which have also been targeted by partners and allies, to crack down on evasion and tighten our sanctions to enhance enforcement and increase pressure on Putin and his enablers:

  • The Department of the Treasury is targeting prominent Russian government officials and business leaders, luxury property of elites, and luxury asset management and service companies key to Russian attempts to evade sanctions. This includes close Putin associate and money-manager of Putin’s offshore wealth, Sergei Roldugin and his family members; Putin-linked yachts and Kremlin aligned yacht brokerages including Imperial Yachts and its CEO which provide services for Vladimir Putin’s inner circle; government ministers overseeing key sectors integral to the Russian economy; and the President of United Aircraft Corporation, a state-owned company that plays a leading role in supporting the defense industry and supplying the military’s destructive activity in Ukraine. 
  • The Department of State is targeting additional Russian oligarchs and elites close to Putin. This includes God Nisanov, a close associate of Russian officials.; Maria Zakharova, spokesperson for the Russian Foreign Ministry; and Alexey Mordashov, one of Russia’s wealthiest billionaires, in addition to his family members and companies, including one of Russia’s leading domestic steel producers. 
  • The Department of Commerce is further restricting the Russian military’s ability to obtain technologies and other items it needs to sustain its aggression and project power. This includes adding 71 parties located in Russia and Belarus to the Entity List, effectively cutting them off from obtaining U.S.-origin items or foreign-made products derived from certain U.S. technology or software. 

Today’s actions across the U.S. government continue to add to expansive economic measures imposed on Russia to hold it accountable for its unprovoked war in Ukraine. So far, the United States has added 1,000 parties to Treasury’s Specially Designated Nationals and Blocked Persons List and over 300 parties have been added to Commerce’s Entity List.
