Bea.gov says: Personal income increased $78.9 billion (0.4 percent) in September, according to estimates released today by the Bureau of Economic Analysis (tables 3 and 5). Disposable personal income (DPI) increased $71.3 billion (0.4 percent) and personal consumption expenditures (PCE) increased $113.0 billion (0.6 percent). The PCE price index increased 0.3 percent. Excluding food and energy, the PCE price index increased 0.5 percent (table 9). Real DPI increased less than 0.1 percent in September and Real PCE increased 0.3 percent; goods increased 0.4 percent and services increased 0.3 percent (tables 5 and 7).

President Biden’s full statement:

This week, the economic reports show we are making progress on our economic plan: lower inflation, higher incomes, and solid growth. Inflation slowed in the third quarter, with energy prices coming down. Gas prices have declined over $1.20 since the summer’s peak.

We have more work to do. My plan will bring down prescription drug prices and energy costs starting next year. In January, seniors will see their Social Security checks increase by an average of $140 a month even as their Medicare premiums go down – the first time in a decade that has happened. Also starting in January, billion dollar companies will face a new requirement that they must pay taxes.

Congressional Republicans’ agenda, on the other hand, is very different. It would drive up inflation and add to the deficit by cutting taxes for the wealthiest Americans and large corporations. And it would raise the cost of prescription drugs, health care, and energy for American families.

On Thursday, President Biden delivered remarks from New York. The YouTube of the event is 1 hour and 16 minutes long. He begins his remarks at the 8 minute and 31 second mark. He concludes his remarks at the 39 minute and 40 second mark. His full remarks can be found here.

Most of his 8 tweets refer back to his Thursday remarks in some shape or form.

While the tweet was issued before his remarks; the dig still appeared in his remarks.

President Biden: The previous President made a string of broken promises in places like Wisconsin, Indiana, Ohio, where promised investments and jobs in manufacturing never materialized but layoffs and shuttered factories did materialize.  On my watch, we’ve kept our commitments.  On my watch, “Made in America” is just a — it isn’t just a slogan, it’s a reality.  Made in America.  (Applause.)

President Biden: We’re joined today by the CEO of Micron to celebrate their commitment to invest $100 billion over the next 20 years — (applause) — here in America to build American factories and make semiconductors — those small, little computer chips that power everything in our everyday lives from our smartphones, to our automobiles, to washing machines, hospital equipment, you name it.  It’s the largest American investment of its kind ever, ever, ever in our history.  Thank you very much, Boss.  (Applause.)

President Biden: Today’s announcement is the latest example of my economic plan at work. 

President Biden: (sort of): Those protections are gone as well if the Republicans get their way — if Kevin gets his way and the Republican se- –Congress:  Tax credits to lower energy bills — gone. The corporate minimum tax — gone. Under the Republican plan, some big corporations are going to go back to paying zero again. That’s the plan.  I would argue it’s reckless and irresponsible, and it will make inflation worse if they succeed.

President Biden: When a — with Micron’s $100 billion investment alone, we’re going to increase America’s share of global memory chips and production by 500 percent.  (Applause.)  

President Biden: Making these chips in America is going to help lower the costs for families looking to buy a car, to replace your washing machine, get a new cell phone.  It also helps companies outcompete the rest of the world.

This morning I found from the White House a statement released by President Biden from September 2022:

Today, the Senate delivered a historic, bipartisan win for American workers and industry. Ratifying the Kigali Amendment will allow us to lead the clean technology markets of the future, by innovating and manufacturing those technologies here in America. Ratification will spur the growth of manufacturing jobs, strengthen U.S. competitiveness, and advance the global effort to combat the climate crisis. 
 
The Kigali Amendment will phase down global production and consumption of hydrofluorocarbons (HFCs), super-polluting chemicals that are hundreds to thousands of times more powerful than carbon dioxide. American companies are already leading on innovation and manufacturing of HFC alternatives—and today’s vote will help our nation unlock an estimated 33,000 new domestic manufacturing jobs, $4.8 billion each year in increased exports, and $12.5 billion each year in increased economic output. This builds on the steps my Administration is already taking to phase down these dangerous super pollutants, with the support of Democrats and Republicans, industry leaders, and environmental organizations.
 
The United States is back at the table leading the fight against climate change. As more countries join the United States in ratifying this amendment, we can prevent up to half a degree Celsius of warming this century, a significant contribution to fighting climate change and protecting communities from more extreme impacts.
 
I want to thank Chairman Menendez, Ranking Member Risch, and Senators Carper and Kennedy for their leadership to get this done. I look forward to signing the instrument of ratification for the Kigali Amendment, so that as we continue our domestic manufacturing resurgence, we will deliver economic and environmental progress on the world stage.

That same day the State Department said:

Today, the U.S. Senate, with strong bipartisan support, gave advice and consent to ratification of the Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer. The United States will soon join 137 other countries that have already ratified the Kigali Amendment.

The Kigali Amendment calls for a gradual reduction in the consumption and production of hydrofluorocarbons (“HFCs”), which are potent greenhouse gases. Its global implementation should avoid as much as half a degree Celsius of warming by the end of the century.

The U.S. environmental and business communities strongly support U.S. ratification of the Kigali Amendment, which will help to ensure U.S. industry remains a global leader in the development, manufacturing, production, and deployment of HFC alternatives. Industry estimates indicate that U.S. ratification will support 33,000 new U.S. manufacturing jobs and generate $12.5 billion in new investments in the U.S. economy over the next decade.

Ratification of the Kigali Amendment will be an asset for innovative American companies that have developed alternatives to HFCs and will help them export U.S. technology to overseas markets.

The Montreal Protocol, which also regulates the production and consumption of ozone depleting substances, is one of the most successful international environmental agreements. It is expected to restore the stratospheric ozone layer by 2065, avoiding 443 million cases of skin cancer, approximately 2.3 million skin cancer deaths, and more than 63 million cases of cataracts in the United States alone, with even greater benefits worldwide. On Wednesday, October 26, 2022, the President signed the instrument of ratification of the Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer.
